Starting with the academic year 2016-2017, according to the Fees Regulation approved by the Senate of USAMV Cluj-Napoca on 16.06.2016, fees are charged for the issuance of study documents (unidentified) older than 3 years from the completion of studies and for the issuance of certificates to graduates, upon request. Documents required for the issue of study documents
- Valid identity card or passport (original);
- For academic documents with “Photo area”: 2 recent colour photographs, ¾ cm in size (only if they were not submitted to the Dean’s Office upon graduation);
- No inappropriate photographs on the diploma;
- For the issue of the diploma of completion of studies (bachelor, master, doctorate) it is mandatory to fill in an online questionnaire to assess the labour market insertion of USAMV Cluj-Napoca graduates;
- When collecting the study document, the person designated to manage the study document will check that this online form is filled in.
- A fee of 300 lei is charged for study documents (unidentified) older than 3 years from the completion of studies. (according to RU 44)

Issue of study documents
- The graduation records shall be issued to holders within a maximum of 12 months after passing the final examinations and within a maximum of two months after the award of the doctorate.
- In duly substantiated cases, where the holder is unable to attend, the education document may be issued to their authorised representative on the basis of a notarised power of attorney in original or certified true copy, expressly stating that the authorised representative may collect the education document.
- To certify that the notarised power of attorney is in conformity with the original, the person empowered to act shall submit the original and a copy of the document to the university’s Head Secretary. The Head Secretary will certify the copies submitted as ‘true copies’ after carefully checking the data in the original documents and the copies submitted.
- If the power of attorney has been drawn up in another country, it shall be submitted in the original, accompanied by a certified translation. The power of attorney must be apostilled or authenticated by the competent authorities of the state where it was drawn up, except for those drawn up in states which have concluded conventions, treaties or agreements with Romania on legal assistance in civil matters, which provide for exemption from any legalisation. Powers of attorney drawn up at Romanian embassies or consulates in various states are accepted. Powers of attorney signed by the ambassador/consul do not need to be translated or apostilled/authenticated.
- The study permit is issued to the holder/holder of the authorisation on presentation of an identity document (valid identity card or passport).
- It is forbidden to request that the university send the documents by post or by any other means.
Issue of duplicates of graduation records
- In the event of loss, complete destruction, partial damage or lamination of a study document, a duplicate may be issued
- For the issue of a duplicate of an academic transcript, the holder shall submit a request to the university management accompanied by the following documents:
- a) a written declaration by the holder of the document, containing all the elements necessary for identification and the circumstances of the loss, destruction, damage of the document;
- b) certified copy of the original birth certificate;
- c) two colour photographs – recently taken on photographic paper, size 3 x 4 cm – of the document holder;
- d) proof of publication in the Official Gazette of Romania, Part III, in case of loss or destruction of the diploma;
- e) proof of payment of the fee for the issue of the duplicate;
- f) the original of the damaged or laminated document;
- g) notarised power of attorney/attorney in certified copy with the original.
- To certify that the birth certificate and the power of attorney are in conformity with the original, the holder/attorney shall submit the original and a copy of the documents to the university’s Head Secretary. The Head Secretary will certify the copies submitted as ‘true copies’, after careful verification of the data/writings in the original documents and the copies submitted.
- The application may be made by the holder of the diploma in question or by their authorised representative.
- The certificate of authenticity for academic documents, accompanied by academic documents (diploma supplement / transcript of records), is issued upon request !!! for a fee (50 RON according to RU 44)
- For the publication of the loss or destruction of the diploma, the holder/agent of the diploma shall apply to the Autonomous Romanian Gazette, the notice shall contain the following data: the name of the original graduation record document; the name, initial(s) of the surname(s) of the father (mother, if the father is unknown), surname of the holder; the year of completion of the studies in question; the series and number of the document in question, the number and date of registration in the single register of forms and the issue of graduation record; the name of the issuing institution.
- If the holder/applicant does not have all the information required for the publication of the notice in the Official Gazette, they should contact the Graduation Record Issuance Office and receive a certificate containing the necessary information.
- The duplicate of the document shall be issued within a maximum of 30 calendar days from the date of approval of the application, according to the provisions of MEC Order no. 4156/2020, art.25(1).
Issue of the authenticity certificate for academic documents
- The certificate of authenticity for academic documents, accompanied by academic documents (diploma supplement / transcript of records), is issued upon request !!!
- In order to obtain the certificate of authenticity of the academic documents in order to have them endorsed by the MEC – CNRED, in order to have them apostilled or in order to have the studies abroad equivalenced, the holder must present the following documents to the Study Documents Office:
- Application for a certificate;
- Academic transcripts and university documents (diploma supplement / transcript) for which the certificate of authenticity is requested, in xerox copies (in the case of the Analytical Curriculum, a xerox copy of the nominal certificate must be submitted).
- The deadline for issuing the certificate of authenticity is two working days from the date of application submission.
- The certificate is issued to the holder or to another person without the need for a power of attorney.
Issue of the attestation required to obtain the Certificate of Compliance for the recognition of the diploma of veterinary surgeon for professional purposes
- The attestation required to obtain the Certificate of Compliance for the recognition of the veterinary surgeon’s diploma for professional purposes is issued on request!!! for a fee (50 RON according to RU 44)
- In order to obtain the attestation required to obtain the Certificate of Compliance for the recognition of the veterinary degree for professional purposes, the graduates of the Faculty of Veterinary Medicine shall present the following documents to the Office of Academic Records:
- Application for a certificate;
- Veterinary diploma, xerox copy.
- The deadline for issuing the attestation required for obtaining the Certificate of Compliance for the recognition of the diploma of veterinary surgeon for professional purposes is two working days from the date of submission of the application.
- The certificate is issued to the holder or to another person without the need for a power of attorney.
Issue of duplicates of university documents
- In accordance with the provisions of Art. 3, Art. 30(8) of MEC Order no. 4156/2020, in case of loss, damage, destruction or lamination, other original academic documents shall be drawn up and issued.
- The application for the issuance of new academic documents can be downloaded from the website or collected from the Academic Records Office.
- The fee for issuing duplicates is 200 RON and is paid at the USAMV Cluj-Napoca Cashier’s Office, Calea Mănăştur Street, no. 3-5, Rectorate building, in the attic, working hours: Monday – Friday 800-930 and 1230-1430).
- The application will be completed by the applicant and registered at the University Registry.
- Once the university documents have been drawn up, the applicant is contacted to present himself for release.
- The diploma supplement, the transcript of records and the certificate of authenticity will be issued by the Graduation Records Office after their registration in the register of records.
- The certificate of enrolment/graduation without an examination and the certificate of completion of studies will be issued by the secretariat of the faculty that issued them.
- For the issuance of a duplicate of the transcript of records or the student certificate, the applicant should contact the secretariat of the faculty where he/she is/was a student.
Transcripts for graduates from 1983-1994
- Since the diplomas of graduates who took the final examination between 1983 and 1994 were not accompanied by a transcript, they can apply to the dean of the faculty where they graduated for a transcript. Transcripts of Records are issued by the Graduation Records Office.
Important !!!
- Keep the originals of your educational documents in good condition and avoid submitting the originals with your application files.
- Do not laminate the originals of the study documents as you will have difficulties in authenticating, endorsing and apostilling them.
